Joseph Swamy is a Fijian architect who appears to have been practicing in Lami, Fiji in the 1960s, before enrolling on the 1969-70 postgraduate 'Educational Buildings' course run by the Architectural Association's Department of Development and Tropical Studies, in London. After successfully completing the course and receiving his Certificate, Swamy returned to Fiji and by 1971 was working for the Public Works Department in Suva.
